Region 19

Region 19 was started in 1977, by Ray Halley. Ray served as Chairman for the next 10 years and NDC Rep.for the next 12 years. Ray also filled in as Secy, Treasurer and Newsletter Editor. For more information on the region write an email to Ray at rayjane@gate.net.

Region 19 covers the vast area of Western Florida, the Florida Panhandle, as well as the Great State of Alabama.

What is the IPA?

The International Police Association is one of the most unique and interesting social organizations in the world. This fraternal organization is dedicated to "unite in service and friendship" all active and retired members of the law enforcement service throughout the world. The IPA strives to enhance the image of the Police in its member countries, and to facilitate international cooperation through friendly contacts between police officers of all continents.

Membership now includes over 270,000 members in over 60 nations and is steadily rising. Membership is open to any serving or retired Police Officer meeting the requirements as set out in the US Section Bylaws.

A Little Background.

The IPA was formed by Sgt. Arthur Troop in England in 1950. This began with the dream of one man to have police officers band together throughout the world in friendship. This is shown in the Association's Motto "Servo per Amikeco" which in Esperanto means "service through friendship".

The US Section was formed in Buffalo, New York in 1962, the USA with over 10,000 members.

The purpose of our organization is strictly cultural, social, and recreational. At no time does the Association take part in any matter of departmental policy, discipline or labor activity.
